International tender for an Olympic and athletic complex including a 30,000-seat covered football stadium, a supplementary stadium with a 1,000-seat capacity and an athletics track.

The project also included a multi-sport pavilion, an Olympic swimming pool complex, a building for accommodation and restaurants, an auditorium and a car park. The entire complex was part of a large green park with exercise circuits, outdoor sports and leisure areas.
